Pa. State Police Hit and run A vehicle traveling east on Old Route 22 in Windsor Township on Dec. 23 was attempting to make a right turn onto Monument Road, when the driver exited the roadway and struck a rock located on the property of Alma Klinger. The rock was pushed in a forward direction, causing a deep rut of torn grass. The vehicle did not stop and continued south on Monument Road.
